Manchester City And The FPP Rule

Man City have been slapped with a fine and restrictions because of FPP (Financial Fair Play) and probably rightly so. But on the other hand its only last 4-5 years that Man city have had money so the question also needs to be asked; are the owners not entitled to invest in their newly purchased club to bring them up to the standards to compete with clubs who have had alot of money and success for along time?
Or were Man City expected to try and grow year on year until their profits and revenues met those of Utd, Arsenal, Barca etc so they could compete. It's very unlikely that would ever have happened.
While FFP is necessary, it is a big advantage to the larger more established clubs and possibly hampers growth in clubs with new found wealth. It's unlikely Blackburn or Chelsea would ever have won a league if the premiership had similar type restrictions.
And I think its also worth noting. You rarely hear the lower league sides ( either fans or owners ) complaining about the wealth of the new clubs, its generally coming from the more established clubs i.e. Arsenal, United, Liverpool & Spurs.
I would like to see a balanced league and I'm in favour of FFP but I just wanted to point out another point of view. Other views will be appreciated too.
